EPCAMR Computer Recycling Grant Program Used Computer Equipment Available for Non-Profits!

In a Nutshell
Over the past two years, EPCAMR has been acting as a distribution center for local watershed associations, non-profit organizations, local governments and municipal departments such as planning commissions and zoning departments, in Eastern PA in need of a computer and are working on environmental education, abandoned mine drainage remediation, abandoned mine land reclamation projects, and watershed restoration in the EPCAMR Region. The desktop computers, occassional lap tops, monitors, keyboards, mice, and printers are surplus from either the PA DEP Office of Information Technology or the US Environmental Protection Agency (US EPA) Region III.
EPCAMR has made an effort to reduce the transport of many of these viable computer systems from reaching landfills within the Commonwealth of PA because of the need of many community groups in our Region that are in need of a computer system to improve the level of professionalism of their organization and to ease their ability to connect to the internet and communicate more freely in the computer age with other organizations and potential funding sources that are abundant on the world wide web. 85 computers have been recycled through the EPCAMR PA DEP/EPA Computer Recycling PG. Please submit a letter, on your letterhead to the address below, stating how the computer will be used to help your organization. Please remember that the Computer Recycling Program only allows us to give the computers away to environmental groups and watershed associations or groups, townships, municipalities, etc., who can demonstrate that the computer will be used for an environmental cause.

Disclaimer and Other Important Information
The intent of EPCAMR's Computer Recycling Program is to give computers and related hardware to environmental groups and watershed associations or groups, townships, municipalities, etc., who can demonstrate a need for a computer and that the computer will be used for an environmental cause. After one year from the date of distribution, the grant recipients will recieve a phone call from EPCAMR to confirm as to whether or not the computer is still in use for its original purpose. Once confirmation has been recieved, the grantee will no longer have to worry about getting another phone call from EPCAMR regarding the operation and maintenance of the computer and related hardware. It will become the grantee's responsibility for any and all operation and maintenance of the computer and hardware systems.
However, for the PA DEP Computer Recycling Program, Section 1903 and 1904 of the Commonwealth Procurement Code (62 PA.C.S. 101 et seq.) allow a public procurment unit to enter into an agreement with another public procurement unit for the cooperative use of supplies. A public procurement unit is defined as a local public procurement unit or purchasing agency. Local public procurement units are defined as a political subdivision; public authority; educational, health or other institution; council of governments or an area governmnet which expends public funds for the procurement of supplies, services and construction; and any nonprofit corporation operating a charitable hospital, nonprofit fire company, nonprofit rescue company and nonprofit ambulance company under current PA Commonwealth law.
The User will assume responsibility for the maintenance of the equipment. The User may return the PC or peripheral to EPCAMR if EPCAMR determines the equipment to be uneconomically repairable or the User is no longer in need of the equipment. No software comes with these computers unless otherwise specified. It is the responsibility of the User to purchase or upgrade to the necessary software to run the computer. Computer equipment shall be picked up at the EPCAMR Office unless just compensation for shipping is provided by the user. EPCAMR is a 501c3 non-profit and therefore has a very limited budget to make any alterations to this agreement. By accepting the equipment the user agrees to abide by the disclaimer stated above.
